    Noblis is assisting a federal agency with multiple software research and development initiatives which have the potential to improve service to the agency and public while lowering operational costs.  Our client has a critical role in the US economy and the initiatives this work supports are national in scope and impact.  We are currently developing a windows server service application, and a web-server application technologies.  We are seeking an experienced Software Developer to become an integral part of this team and ensure program success through:

    • Engage and partner with internal and client personnel to understand specific system and functional requirements
    • Develop, and test web-applications and/or windows service applications
    • Work directly with project task leaders to plan and successfully implement initiatives
    • Analyze and apply expertise and judgment to selection of technical approach, techniques and methodologies based on business and system objectives
    • Review and modify code to meet new requirements
    • Optimize user interface for ease of use and efficient utilization of platform resources
    • Provide technical consultation and support to other program initiatives 


    Required Qualifications:

    • Bachelors in Computer Science or similar

    • Three or more years hands-on software development
    • Understanding full software development lifecycle
    • Programming Language - Important: PHP, SQL, PL/SQL, Javascript; Less important: C++, Jquery, D3.js, CSS, C#, (candidate with both PHP and C++ experience desirable but not mandatory)
    • Tools, Technologies, Frameworks and Libraries: Important: Subversion, AJAX, JSON, XML; Less important: Microsoft Visual Studio, .Net, Git, Twitter Bootstrap
    • Operating System and Environment: Important: Windows OS, IIS Less Important: Linux, Ubuntu, Apache
    • Experience working in multi-developer teams and advanced knowledge of version control and source code control processes

    Desired Qualifications:

    • Database: Development in an Oracle environment. Knowledge of Oracle SQL extensions is helpful.
    • Experience developing multi-threaded applications is desired
    • Experience in unit testing, integration testing, mocking and dependency injection
    • Ability to work independently and as part of a team on multiple tasks using Agile Scrum or eXtreme Programming (XP)
    • Strong self-organization and self-management skills, with emphasis on self-initiation and follow through
    • Problem solver and innovative thinker
    • Excellent communications and writing skills
    • Experience interacting with clients is beneficial
    • Able to work in a dynamic environment on a small collaborative team
