    In this position, you can expect to provide telecommunications engineering expertise, project management expertise, and program support to the Enterprise Engineering Services (EES) team in the FAA Communications, Information, and Network Programs (CINP) organization, including but not limited to:

    • Interfacing with the customer and stakeholders to develop communications service requirements (with a focus on IP technology), solution alternatives, comprehensive technical solutions, schedule, risks, and implementation plans
    • Assess vendor proposed telecommunications solutions for FAA National Airspace System (NAS) systems, services, and programs
    • Perform engineering functions associated with telecommunication solution development, network design, and transition to operations of FAA systems that utilize the FAA’s enterprise communications infrastructure
    • Verify that the FAA Telecommunications Infrastructure (FTI) service provider understands and meets enterprise communications requirements
    • Assist in developing task orders and funding memos for Telecommunications projects
    • Communicating customer guidance and intent across technical projects, ensuring optimal communications
    • Developing briefings and position papers for architecture reviews
    • Providing input to reports and strategic plans
    • Contribute to white papers, briefings, status reports, and other communication packages for FAA executives


    Required Qualifications:

    • Bachelor’s degree and 6-10 years of relevant experience
    • Excellent communication, cross-functional team collaboration, presentation and technical writing skills and results-oriented problem-solving abilities
    • Strong professional, interpersonal, project management and organizational skills and the ability to work in a rapidly changing, high intensity work environment
    • Facility with presentation graphics, and/or spreadsheet tools highly desirable; proficient in Microsoft Visio
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
    • Knowledge of one or more relevant technical subject areas, such as wide-area networking (IP VPNs), last-mile technologies and services, enterprise network operations, network security, managed services, wireless and cloud-based offerings
    • Demonstrated proficiency in IP systems design and implementation to include familiarization with VLAN, VPN, VOIP, MPLS, SDN and NFV; CCNA, CCNP or equivalent certification
    • Demonstrated understanding of transmission theories and networking protocols
    • At least 5 years of experience in providing lifecycle management for large-scale network-enabled communications services; lifecycle management includes program justification, network and service definition, specification, installation, operation, and enhancement


    Preferred Qualifications

    • Relevant work experience in the areas of telecommunications employed by telecommunications service providers or equipment manufacturers (preferred)
    • Familiarity with relevant Federal technology issues, policies, regulations or practices (preferred)
    • Proficiency in FAA telecommunications lifecycle management policies, processes, and procedures, including a working knowledge of FAA Acquisition Management System (AMS), NAS Enterprise Architecture, and Joint Resource Council policies and procedures (preferred)
    • At least 4 years of hands-on experience with FAA operational telecommunications, radio communications and/or enterprise infrastructure services (preferred)
    • Project Management Professional (PMP) certification (preferred)
    • FAA Experience (highly preferred)
