    Responsibilities

    The Strategic Counter Cybersecurity Operations (SCCO) office supports national cybersecurity policy-making and decision-making processes. SCCO resides in the Directorate of Operations, and recently assumed the role of the Cyber Task Force (CTF), which stood up in 2007 in recognition of the emerging cyber challenges facing the nation, and the pending implementation of the Comprehensive National Cybersecurity Initiative (CNCI). Since 2008, Noblis has provided critical cybersecurity, interagency, national, international, and DoD-level policy and process support, expertise, and connectivity for the customer.

     

    The Cyber Communications Specialist provides consulting services in support of senior U.S. government leaders. The consultant assists in the development and implementation of cybersecurity strategic communications initiatives and communications engagements to facilitate and coordinate integration and collaboration among the organization, the IC, the DoD, and other U.S. government agencies.

    The Cyber Communications Specialist:

    • Provides corporate communications, marketing, and process engineering consultation support to include communications/marketing strategy development, web page oversight,. improvement and documentation of internal governance processes, presentation strategy development, and customer/stakeholder relations.
    • Assists the Government in writing and editing a variety of types of communications using a wide range of media, from print to web to email.
    • Assists in developing innovative ideas to communicate the Government's initiative for cybersecurity workforce development.
    • Drafts tailored Enterprise-wide messages for internal and external partners, stakeholders and audiences to support organizational cybersecurity efforts.
    • Drafts informative point papers,talking points, or other background papers, collaborative communications messages or briefings in support of organizational engagements in cybersecurity related activities with internal and external stakeholders and audiences.
    • Assists in coordinating and facilitating team(s) working cybersecurity information sharing activities.
    • Facilitates the interaction between and among agency and other organizations including academia to identify opportunities for collaboration and sharing.
    • Supports planning and implementation to develop cyber-related career development training, education and awareness projects and events.

    Qualifications

    Required Qualifications:

    • MUST POSSESS AN ACTIVE TS/SCI w/ POLYGRAPH
    • Bachelor's degree in Communications, Business, Marketing, or a field requiring strategic communication and business skills. In lieu of a Bachelor's degree, an additional four (4) years' experience is required equaling a total of 12 years of experience for each area above.
    • Minimum 8 years' experience in cybersecurity (e.g. Information Assurance, Information Systems Security, and Computer Network Defense) in the development of National Security Policy and Strategy.
    • Minimum 8 years cumulative experience in four (4) of the following:
      • Strategic  communications
      • Marketing
      • Capabilities and requirements analysis
      • Professional development/education/training program design and facilitation
      • Team and stakeholder engagement facilitation
      • Facilitation of team activities and resulting product development
