Noblis is hiring an IC Liaison Officer with a Top Secret SCI clearance at Fort Belvoir, VA and Fort Meade, MD. Position to begin on, before or near March 1, 2018.



  • Effectively communicate Army requirements to leadership and engineering staff at National Intelligence Community (IC) agencies
  • Identify opportunities to influence design changes that benefit and satisfy Army needs
  • Engage and inform government decision makers of changes that positively or adversely impact Army requirements
  • Implement strategic goals and coordinate interactions between action officers of different organizations
  • Recommendations to maintain and improve interoperability and communication between PD Army TENCAP assigned organizations
  • Coordinate with the government to the maximum extent possible regarding priority of forums and meetings needing coverage
  • Advance PD Army TENCAP strategic goals within Army, National, and Theater systems and architectures within these organizations
  • Provide written reports identifying the status of Army TENCAP programs with agencies.
  • Deliver Intelligence capabilities cooperatively with development contractors and mission partners
  • Represent the customer in community forums
  • Identify program problems and innovative solutions
  • Perform corporate duties as required



  • Must have and maintain an Active TOP SECRET SCI security clearance
  • Bachelor's degree 
  • Minimum of 15 years of progressively complex experience in system acquisition or system development of DoD or IC Intelligence Systems
  • Minimum of 8 years in systems development or systems operational support within the Fort Meade, Maryland IC organization 
  • Demonstrated capability and success working in team environments
  • Possess excellent written and oral communications with experience with MS Office applications
  • Must be able to travel CONUS and OCONUS locations as required


  • PMP or equivalent preferred
  • Army background is preferred
  • Recent experience supporting the required IC and/or DoD Intelligence Customers
  • TENCAP experience

Location: Fort Belvoir, VA and Fort Meade, MD (50/50)
