    The Cyber Task Force (CTF) supported national cybersecurity policy-making and decision-making processes. The CTF stood up in 2007 in recognition of the emerging cyber challenges facing the nation, and the pending implementation of the Comprehensive National Cybersecurity Initiative (CNCI). Since 2008, Noblis has provided critical cybersecurity, interagency, national-level, and DoD policy and process support, expertise and connectivity for the CTF and successor organizations.

    The Cybersecurity Strategy Consultant - National and international Policy Skill Level 3 shall provide consulting services in support of senior U.S. Government leaders and assist the U.S. Government in support of its cybersecurity strategic initiatives, from the development of policy to coordination of activities and events. He/she shall also coordinate on documenting policies and processes, group activities, and interdependencies related to the White House National Security Counsel (NSC) and the 20+ Departments and Agencies comprising the Interagency Community.


    The Level 3 Cybersecurity Strategy Consultant - National And International Policy Skill Level 3 shall possess the following capabilities:

    • Serve as the contractor's senior cybersecurity strategy consultant for National and International Policy.
    • Draft summary planning documentation to support Video Teleconference (VTC) or teleconference engagements and weekly support updates designed to track time sensitive tasking and cybersecurity related business within and external to our customer.
    • Facilitate and support strategic planning sessions aimed at identifying and prioritizing cybersecurity initiatives and challenges for the intelligence community.
    • Consolidate input from across intelligence community, USCYBERCOM, and Interagency contributors to draft Cybersecurity products (documents, briefings, etc.) for group review and finalization.
    • Research and advise CTF leadership on concepts and ideas for advancing Cybersecurity that shapes future national-level Cybersecurity policy.
    • Assist and support analytical efforts regarding Cybersecurity policy and strategy documents.
    • Assist in the development and integration, and the continual improvement of processes associated with the cyber-security domain.
    • Interact with senior Government personnel to ensure that required Cybersecurity Business solutions are sufficient, appropriate, and accurate.
    • Deliver presentations on cybersecurity strategic initiatives for senior Government personnel.
    • Facilitate strategic level meetings of senior Government personnel.
    • Provide strategic guidance to senior leaders on cybersecurity issues.


    Basic Requirements:

    • Current TS/SCI Eligibility with polygraph
    • Master's degree in a cyber-related field (Computer Science, Computer Engineering, Cyber Security) or a field requiring communications and analysis skills.
    • Minimum 15 years' experience in cybersecurity (e.g., Information Assurance, Information Systems Security, and Computer Network Defense) in the development of National Security Policy and Strategy.
    • Minimum 15 years cumulative experience in five (5) of the following areas:

      • Legislative process and Congressional relations
      • Interdepartmental or interagency collaboration and cooperation
      • Capabilities and requirements analysis
      • Performance management and metrics implementation
      • Process definition, deployment, and improvement
      • Facilitation of team activities and resulting product development
      • Program analysis and evaluation
    • In lieu of a Master' s degree, an additional six (6) years' experience is required equaling a total of 21 years of experience for each area above.
