Noblis ESI is currently seeking a SIGINT Systems Engineer with a Top Secret SCI clearance in Chantilly, VA.


SIGINT Systems and Security Integration Engineer must be a SIGINT Subject Matter Expert (SME) in Intelligence, Surveillance, and Reconnaissance (ISR) as well as IC/DoD Security processes.  Experience with National and DoD SIGINT architectures and Security is required.  Selected candidate will provide technical direction for the development, engineering, interfacing, and integration of complex hardware/software systems to performing  requirements analysis, systems requirements reviews, end-to-end analysis as well as developing interface standards, developing system architectures and performing technical/non-technical assessments. Desired candidate will have solid technical knowledge of enterprise/system architectures, DoDAF terminology and architectural views, and a thorough understanding of Risk Management Framework and use of Telos' Xacta®.  Desired candidate will have experience initiating and managing communities of interest and be able to guide/align group efforts.  Desired candidate will have past experience working directly with DoD Standards bodies or their working groups.  Desired candidate will need to have a solid background in software development to review, analyze and proffer software development best practices and software deliverables to validate compliance for contract deliverables.  Familiarity with Airborne Overhead Cooperative Operations (AOCO) Joint Interface Control Document (JICD) standards (4.0, 4.1, 4.2 variants) and supported capabilities is a plus.



  • Must have and maintain an ACTIVE Top Secret / SCI clearance and able to successfully obtain a polygraph

  • Bachelor’s Degree in Engineering, mathematics, physics or related field

  • 10+ years of SIGINT/technical systems integration experience in industry as it applies to COMINT System and MULTI-INT system development and acquisition

  • Excellent written and verbal communication skills

  • Detailed knowledge of DoD/USAF DCGS policy/architectures
  • Understanding of how to enhance capabilities, procedures, and methodologies to improve systems
  • Must be able to demonstrate excellent relationship building and management skills


  • Prior experience working with DoD / IC Systems Enterprise Architecture Governing organizations and working groups
  • Past experience with Agile software development lifecycle to include peer reviewsDetailed knowledge of DoD/Armed Service policies and enterprise architectures
  • Detailed knowledge of IC/DoD Risk Management Frameworks and application of Information Assurance processes
  • Understanding of how to enhance capabilities, procedures, and methodologies to improve systems
  • Familiarity with Airborne Overhead Cooperative Operations (AOCO) and its Joint Interface Control Document standards
  • Prior experience utilizing Telos' Xacta® is a plus
